BioBilly Keikeya was raised on Caprica and attended school there, although his family (including sisters, brother, and parents) emmigrated to Picon prior to the attack. It was by sheer chance that he ended up as the personal aide of Laura Roslin on her fated trip to decomission the Galactica. He continued in his duties when Secretary Roslin suddenly became President Roslin, proving himself a trustworthy and loyal ally to the new President.
Billy takes his position as Roslin's confidant very, very seriously, and was one of the privileged few who knew of her illness from almost the beginning. He did everything he could to make her job and life easier, taking on more and more responsibility as her health declined.
He stayed with the main fleet during the great schism that ended on Kobol. Reports were varied, but general consensus is that he stayed for Petty Officer Dualla... and because he knew he was needed with the fleet. He was greatly relieved when all the factions reunited.
However, he is left with a very uncertain future as President Roslin's health declines, and Vice President Baltar's sanity seems to be going the same way.
